Progress update – October 2013

As you will all know, in June of this year the NP team delivered a ‘Have Your Say’ leaflet to all homes within the Parish of Winsley, giving a brief overview of the process and inviting recipients to comment on what is important to them about living here and how they would like to see Winsley develop over the next 10-15 years.

The number of responses was disappointing, amounting to roughly 10% of all leaflets delivered. However, the information that we were able to collect from those that did take the opportunity to take part in this exercise has enabled us to identify some issues that must be addressed in our Neighbourhood plan. The data that was collected has been loaded onto a spreadsheet under headings within broad categories and can be viewed by clicking here.

A summary of these results was fed back to the community at a public meeting, which took place on 7th July 2013 – see photo. A summary report can be viewed by clicking here. At this meeting David Way from Wiltshire Council also gave a short presentation to explain the process of Neighbourhood planning and why it is important for Winsley.

The NP team applied to ‘Locality’, the UK’s leading network of community-led organisations, for some consultancy support to assist in the NP process and were awarded 3.5 days of support from Stuart Todd Associates. This has been used to gain advice on community engagement strategies, understand the relevant policies within the local plan and for planning the next stages of the process. In August 2013, an application was submitted to Wiltshire Council for Winsley to be designated as a Neighbourhood Planning Area (see map) and residents were invited to comment to Wiltshire Council during the following 6 week consultation period which has now closed. I understand that our application has been successful, but this has not, as yet, been rubber-stamped.  Designation constitutes the first milestone in the Neighbourhood Planning process. As soon as we have received formal notification that we have been designated as a Neighbourhood planning Area, we can apply to Locality for a further grant of up to £7000.

Our next steps will be to look at the issues raised in more detail and to set up working groups to determine our visions and objectives. The main area that the Neighbourhood Plan will cover is land use from now until 2026. The Wiltshire Plan requires us provide accommodation for some new housing. It is not an option for us to say that we do not want any more houses in Winsley but we can say where we want the houses to go, how many we want and of what type. In order to support our proposals we have requested that Wiltshire Council carry out a Housing Needs Survey. This will cost the parish nothing and will be financed by Wiltshire Council. Please take the time to complete this survey when you receive it, as this data will be vital to the creation of a robust evidence base, which in turn is vital to our neighbourhood plan being accepted by Wiltshire Council.
